TAS Plan Review Fee
When is a TAS Plan Review required?
Commercial projects in Texas with construction costs of $50,000 or more, and certain public accommodations, must comply with TAS and undergo review by a Registered Accessibility Specialist (RAS). (Confirm your project scope with Kathy Villarreal RAS 1209.)
Failure to submit plans for TAS Plan Review violates the Elimination of Architectural Barriers law, and the Texas Dept. of Licensing and Regulation’s (TDLR) Administrative Rules, and you may be subject to fines!

How can the TDLR Online Registration AB005 form help me?
Step 1: Information Gathering (The “AB005” Phase)
Download the AB005 Project Registration Form from this LINK.
Fill it out manually first. This ensures you have every required detail—like the Owner’s email, Square Footage, and Estimated Cost—ready to type into the online system.
Pro Tip: Look up your Property ID (CAD Number) on your local County Appraisal District website and save a PDF of the property details. You will be required to upload this.
Step 2: Designate your Specialist (RAS)
When you get to the “Specialist” section of the registration, enter the following credentials for ACCESSplanreview:
RAS Name: Kathy Villarreal
RAS Number: 1209
Step 3: Complete Online TABS Registration
Go to the TDLR TABS website and enter the data from your AB005 form.
Upload Documents: Attach the CAD detail PDF and, if the owner is an LLC or Corp, their Articles of Formation.
Pay the Fee: Pay the $175 state filing fee via credit card.
Receive Your Number: The system will immediately issue your TABS Number (e.g., TABS2026XXXXXX).
Step 4: Submit Plans to ACCESSplanreview
Once you have your TABS number, email accessplanreview@aol.com with the following:
A single PDF containing the full permit set of drawings (Architectural, Civil, MEP).
Your TABS Number or the confirmation page from Step 3.
Request an invoice for the Plan Review and Inspection fees.
Step 5: Review & Final Inspection
Plan Review: Kathy Villarreal will review the plans (usually in 3–10 days after fees have been paid) and send you a Plan Review Report showing any needed corrections.
Construction: Build your project.
Final Inspection: Once construction is 100% complete, contact ACCESSplanreview to schedule the on-site inspection, which is the final step to legal compliance.
What is a TAS Plan Review / TDLR Review?
A TAS Plan Review evaluates your construction drawings applying the Texas Accessibility Standards (TAS) so you can identify and correct accessibility issues in the plans before construction.

TAS Plan Review and Inspection services are both required under Texas law.
Who sends construction documents to a RAS?
The licensed design professional (or the property owner when there is no licensed designer) is required to submit the full set of construction documents to a RAS for the required Plan Review.
Submittal of your completed plans is required by Texas Law.

How long does the TAS Plan Review take?
Typical reviews are completed within a few business days once complete drawings and our Fees are received. Turnaround depends on project size and difficulty.
What do I receive after the review?
You’ll receive a clear, illustrated report that identifies each violation, cites the applicable TAS sections, and explains the needed corrections. The TAS Plan Review is issued to the property owner, cc’d to the project team, and uploaded with your plans to TDLR’s TABS system.
Do I still need a TAS Inspection?
Yes—after construction (CO obtained), a TAS Inspection verifies the work matches the approved plans and TAS requirements.

Is a designer required to pay the RAS TAS Plan Review or Inspection Fees?
TDLR/TAS Fees and Responsibilities — Who Pays and What to Submit
In Texas, the building or facility owner is ultimately responsible for compliance with the Texas Architectural Barriers Act and for making sure all required fees—project registration, plan review, and inspection—are paid.
Payment logistics: The state project filing fee is paid at the time of registration in the Texas Architectural Barriers System (TABS). Plan review and inspection fees are charged by the RAS. Typical Scenerio: A designer may process these payments on the owner’s behalf and pass the costs through to the owner.
When does a designer submit plans for TAS Plan Review?
When your design project:
1) has been completed and you have sealed your CDs
2) the project has been registered online with TDLR and you have an assigned number. If you need a TABS Number click this link:
Typically the submittal to RAS is required at the time of the Permit application at the city. This allows you to receive city comments and our plan review comments around the same timeframe. A licensed professional is required to complete a Proof of Submission form and send plans to the RAS within 20 days of issue.
A timely submittal for plan review is for the benefit of the designer. Once your plans have been constructed and a wall needs to move there are big problems!
