DO I NEED A TAS INSPECTION? You need a Texas Accessibility Standards (TAS) inspection if you are constructing, altering, or renovating a public building or commercial facility in Texas with a total estimated cost of $50,000 or more. State TAS Inspections measure the compliance of your construction and accessible route with Texas Accessibility Standards (TAS).
TIMELINE: Once your construction project is complete and you apply for a Certificate of Occupancy it is ready for final TAS Inspection. By law, the final inspection must happen no later than one year after your project’s recorded completion date – after that date the inspection is Overdue.

What is a TAS Inspection? Is it a TDLR Inspection?
In Texas, a TAS (Texas Accessibility Standards) inspection is a mandatory process to ensure that buildings and facilities are accessible to individuals with disabilities. Any construction or renovation project with an estimated total cost of $50,000 or more must undergo a TAS inspection also called a TDLR inspection. This applies to public buildings and private businesses open to the public. The TAS Inspection typically occurs when a business has obtained their CO and construction has been completed.
Inspections can only be completed by TDLR-licensed Registered Accessibility Specialists (RAS).

Who Needs a TAS Inspection?
Core Requirements:
1) Threshold: Any construction or renovation project with a total cost of $50,000 or more must undergo a TAS review and inspection.
2) Timeline: The final inspection must be completed no later than one year after the recorded project completion date.
3) Inspectors: Inspections must be performed by a Registered Accessibility Specialist (RAS), a professional licensed by the TDLR.
Examples are: Commercial buildings, retail, hospitality, schools, and public facilities.
Failure to have your project inspected violates the Elimination of Architectural Barriers law, and the Texas Dept. of Licensing and Regulation’s (TDLR) Administrative Rules, and you may be subject to fines!

TAS Inspection Process - what is the order?
1) Project Registration: The inspection should have a TDLR TABS number.
2) Plan Review: A RAS must review construction documents to ensure the design is compliant. The best time for a TAS Plan Review is prior to construction.
3) Final Inspection: Once construction is complete, the owner submits the Request for Inspection form to a RAS.
4) Reporting: If issues are found, the RAS issues a report of non-compliance. Owners typically have 270 days from the report date to correct violations and avoid penalties.
What is inspected during a TAS Inspection?
Exterior: Accessible parking spaces, ramp slopes, and accessible pathways from public transport.
Entrances/Exits: Door widths, thresholds, and maneuvering clearances.
Interior: Hallway widths, elevator accessibility, and signage.
Restrooms: Toilet stall dimensions, grab bar placement, and sink heights.

Results and Compliance: What happens if my project fails a TAS Inspection?
The Registered Accessibility Specialist (RAS) who conducted the inspection will issue a report listing the violations (called non-compliance items).
These might include things like incorrect ramp slopes, door widths, restroom layouts, grab bar placements, parking signage, or other accessibility features not meeting TAS standards.

The project owner, architect, or contractor must make the necessary corrections to bring the project into compliance.
The RAS will usually provide specific references to the TAS rules so you know exactly what needs to be fixed.
There is a deadline set by TDLR of 270 days to complete corrections and submit a form back to your RAS indicating the violations have been completed.

The Texas map photo was our physical folded map we used prior to our Garmin GPS and phones. Each of the highlighted routes were early TAS Inspections.
Registered Accessibility Specialists will inspect items like the accessible parking, routes, entrances, restrooms, signage, and other features for compliance with the Texas Accessibility Standards. Once construction has been completed a TDLR TAS Accessibility Inspection is required.
